About unused lands in the territory of the Chuvash Republic for rent

Unused lands.jpg    In the territory of the Chuvash Republic, apart from unused lands of private possession, in property of municipalities there are about 50 thousand hectares of free lands of agricultural purpose, including in the territory of the Ibresinsky region - 553,7 hectares, the Kanashsky region - 5862,3 hectares, the Poretsky region of-23,9 hectares.
   The foreign organizations and the organizations with share of the foreign capital more than 50% can own the land plots of agricultural purpose only on the right of rent. The agricultural lands are provided in property to the specified organizations only with the participation of the foreign capital no more than 50%.
   The land plots can be received in rent by results of competition (auction). The initial size of a rent is established at a rate of the market cost of a rent in a year, total cost is defined by the results of competition. It is necessary for participation in competition  to bring a deposit not less than 20%. "An auction step" at holding the auction makes from 1 to 5%. The publication of the notice on carrying out competition is carried out not less than in 30 days before. The applicant submits an application in the form approved by the organizer of competition, the payment document on transfer of a deposit and other documents specified in the notice on tendering. Then competition is held, the winner is defined. By results of the auction (within 5 days from a competition expiration date) the lease contract of the land plots is signed with the winner. The tenant registers the lease contract in government body.
   In practice the rent for the land plots makes about 250 rub. (from 97 rubles to 350 rubles) for 1 hectare in a year. The rent is paid monthly or quarterly. Rent can be issued for a period of 1 year till 49 years.
   The tenant can purchase the agricultural land plot in property after 3 years of rent. The price for the land plot is established depending on the term of rent and cadastral cost of the land established by the Cabinet of Ministers of the Chuvash Republic:
         after 3 years of rent- 100% cadastral cost of the land;
         after 6 years - 80%;
         after 9 years - 60%;
         after 12 years - 40%;
         after 15 years - 20%.

Tax privileges: 

    1) the privileges on the property tax of the organizations:
  – release from payment of a tax on 50% for the organizations of the Chuvash Republic which are carrying out investments for the sum more than 30 million rubles (during a payback period of the investment project, but no more than for 5 years);
– liberation from payment of the property tax of the organizations for the organizations and their divisions in territory of the Chuvash Republic which make agricultural production at investments no less than 100 million rubles (during all payback period of the investment project, but no more than for 5 years);
  – preferential rate on the property tax of the organizations - a subject of leasing in a rate of 1,1%;;
  – release from payment of the property tax of the organizations concerning public highways of local value in the Chuvash Republic;
    2) privileges on a profit tax of the organizations - a preferential rate of 14%.
– for the organizations in the territory of the Chuvash Republic with investments in the form of capital investments more than 30 million rubles. Council for investment policy approves the investment project then the investor signs the investment contract with the Government of the Chuvash Republic;
– for the organizations which are carrying out leasing operations, at a share of the income not less than 80% from leasing operations;
  – for the new organizations, including foreign and with foreign participation, which produce consumer goods and process of agricultural production (not less than 70% of total amount), within the first 3 years;
  – for the new foreign organizations and the organizations with foreign participation not less than 70% (not less than 100 thousand dollars of the USA), their branches and representations in the territory of the Chuvash Republic, within 3 years.
     3) Privileges for again created organizations in the territory of the Chuvash Republic (during 1 year from the date of creation):
a) privilege on a profit tax of the organizations - a preferential rate of 14%;
b) release from payment of 50% of the sum of the estimated property tax of the organizations;
c) release from payment vehicle tax.
   4) Postponement or payment by installments on payment of republican taxes - for a period of up to 1 year at implementation of investment projects with technical updating, production reconstruction, creation of new production and additional workplaces.
     We can lends assistance in implementation of the investment project in the territory of the Chuvash Republic, namely:
- to create joint venture in the territory of the Chuvash Republic;
- to register the enterprise in tax authority, to organize registration in various funds;
- to open the current account of the enterprise in bank;
- to organize conducting accounting of the enterprise at the initial stage of activity;
- to carry out legal and other consulting maintenance of activity of the enterprise at the initial stage.
